I think the "ship often" mantra requires a lot of context to work as intended. That ONE GUY can make a better Reddit app than a public company is partyly because that ONE GUY ships often, but also it's his only job—make an awesome Reddit client.
Meanwhile, Apple's designers and programmers shipped a change to the timer that makes it, like, the worst timer app I've ever seen, and they aren't gonna change it for years. But they completed a user story and probably someone got a promotion.
