DORA tells you:
• Shipping anything faster than slower is good
• The only failures that matter are those you know about
• All failures are equal
• Failures are fine as long as you fix them
And, in a dysfunctional org run by people that don't understand software, these are bad incentives.
But look what they incentivize:
• Taking time to review code is bad - just ship
• Taking time to avoid failures is bad - just ship
• A slow app isn't a failure, so it's tolerated
